What is NO-IP?
No-IP provides a service that allows you to point a name at an IP address (number).
What makes No-IP unique is that if your IP address changes from time to time (dynamic), like most do, we have a way of pointing that name to the new address when ever it changes.
For example, you sign up for the name "myhomepc.sytes.net" on our website and point it at your home computer which currently has the IP address "100.101.102.103". Once set up you can use the name "myhomepc.sytes.net" in place of the numeric IP address in most applications.
NO-IP in Hacking Activity
No-ip used as a fix dns setting inside server.exe (trojan application) to make connection between host and client. Thus by retrieve no-ip ,we get some information the owner server (trojan application).

But we cannot retrieve backdoored no-ip. Video below Show How to Retrieve NO-IP inside bakcdoored program.
Even the program highly Crypted. Within 30sec you can easily get it.
CONCLUSION:
If hackers no-ip have been reported with proved evidence , Their no-ip will banned and cannot use anymore. Let say they have 500 or more 1000 slaves under same no-ip,all these slaves will free from hacker control before.
