No-ip used as a fix dns setting inside server.exe (trojan application) to make connection between host and client. Thus by retrieve no-ip ,we get some information the owner server (trojan application).

But we cannot retrieve backdoored no-ip. Video below Show How to Retrieve NO-IP inside bakcdoored program.

CONCLUSION:
If hackers no-ip have been reported with proved evidence , Their no-ip will banned and cannot use anymore. Let say they have 500 or more 1000 slaves under same no-ip,all these slaves will free from hacker control before.
